Clarification on Anchor Generals

I could swear on an alt I killed the Frost Atronach and the Lich both in Malabal Tor. To my understanding there are 4 generals per zone, and yet my main has seen a Daedroth, 2 Xivilai, and 3 Seducers in Malabal Tor. I'm sorry but I just don't know anymore... Is it based on each individual dolmen? Do they rotate over time? Is the game *** with my mind? Do I need some cheesecake? Help me out here Zenimax...

There will be 4 generals at Grahtwood and each zone onwards (by change). Your main most likely got some of the generals in veteran zones, which allows 1 of 16 generals to spawn randomly.

Malabal Tor is the 4th zone of AD, hence the reason I added my characters are all AD faction. I strongly recall an alt fighting the 2 generals my main has not yet destroyed in Malabal Tor so everytime I go there to deliver goods to the countess I swing by the dolmens. The 3 generals I mentioned are what my main has seen thus far.

Until DB I have no characters in EP or DC so Malabal Tor is not a vet rank area for me lol

Now that I look into these generals though I think it might've been the Storm Atronach and not the Daedroth lol but if so I wonder why I remembered the Lich here... Ugh such confusion. I blame Sheogorath!

There are 16 generals, have a look at your achieve and break them down into 4 groups of 4.

The 1st 4 - your alliance's 2nd zone
The 2nd 4 - your alliance's 3rd zone
The 3rd 4 - your alliance's 4th zone
The last 4 - your alliance's 5th zone

They can spawn at any of the dolmens in the corresponding zone. Literally farm them over and over until you get the Boss/es you need.

Don't farm in vet zones, they can spawn in any zone.

Yeah I know, I just could've sworn I saw the lich in zone 4 when sources say it's in zone 5.

I pursued the General Executioner achievement a few weeks ago. Im gonna level up more before I pursue it again. But I found this guide extremely helpful.

Yeah I know of it lol or at least another source that tells you. I just got confused based off my own memory is all apparently. Either that or that Lich is disney evil...

Some generals can be a pain and just wont show. I had this problem with the Ogrim Brothers in Stormhaven. It took me about 50 dolmens for them to spawn. I had all other generals for Stormhaven except them. I killed all the others like 5 times each, but the Ogrims just wouldnt show. Not until 50 dolmens later anyway.

Yeah I've probably just over a recent period of time hit Malabal Tor Dolmens about 50 times or so and STILL no Frost Atronach. Problem is though I could swear I fought the Lich in Malabal Tor too so I wasn't hitting up Reaper's March at all.
