Runeboxes
You can now purchase Runeboxes from the Tel Var General Merchants in Imperial City in exchange for a substantial number of Tel Var Stones.
Runeboxes are special containers. Each one has a specific Collectible inside; the three introduced in this update have the Xivkyn Polymorphs that were previously only obtainable through rare drops in other Tel Var-purchased containers.
Unlike the Collectibles themselves (or most other containers), Runeboxes can be traded, mailed, or sold on Guild Stores.
Opening a Runebox will bind it to your account; however, you can only open a Runebox if you do not already own the Collectible contained inside.

Currently the very low drop rate of the Soul Shriven skin, in addition to the lack of groups consistently going and clearing the center event in the Imperial City, has made the skin nearly impossible to get. ZOS has taken a good first step by adding in boxes that are guaranteed to drop the Xivkyn polymorph of your choice (250k stones), so hopefully they can make this change and get the skin into the hands of more than a few people who got lucky with drops.

I fully agree with you. Even on the early days of Imperial City's release, I've made numerous Molag Bal raids only to get a few Planar Armor Scraps, lol. A few days ago, I've been lucky enough to join a small group to farm Molag Bal, after several hours and many fights with the Bal we left with nothing but a few useless trophies.

I agree as well because it is very hard to get farming groups together. Hopefully district capture brings people back.
