Of course they don't last 20 secs during a heated fight with ten players or mobs, but that - keep spamming them to block damage - is not their intended purpose. One just casts hw or hm as a safeguard measure, to be sure that those nasty archers don't take away 80% of your life hitting you from behind while you're damaging the boss, or something. In such a normal situation, in dungeons or vma, they do last for 20 secs, and are an effective safeguard. With a timing of 6 secs, this safeguard is simply lost, since it's not possible recasting them at that pace without having at least 2k of mag recovery.
It will be impossible for a sorcerer do the vma? Not at all. It will be more difficult and there will be more odd deaths? Yes, of course.
