You may want to level your VR alts now

Monsters will now scale up faster in difficulty through veteran zones.
Experience gain rules will continue to function as they did for Veteran Ranks:
Mobs 40 Champion Points below your level will grant 75% of their normal XP.
Mobs 50 or more Champion Points below your level will grant 30% of their normal XP.
Abilities no longer increase their cost by 1% per Veteran Rank, but will now increase at their normal rate for every 10 Champion points, up to a cap of 160.

As far as I can tell if you're currently at or over 160 champion points, every new alt you get to level 50 will already have reduced experience gains from killing mobs within the first 5 zones at the least. That is a lot of experience loss when a good portion of experience gained is from killing mobs associated with quests. You're going to want to jump ahead to where there are mobs with 121 Champion Points or higher to get the full experience potential then backtracking to the lower CP areas after.

If you have 160 CP then your alts should be already at max level once they reach level 50.

That is unless I'm misunderstand the new system.

I don't quite follow. As long as I have more than 160 champion points, I don't need to level any VR alts at all, ever again. I thought that was the point of removing the veteran ranks. XP rate shouldn't matter because they don't need it anymore..

All my characters that were between V1 to V10 on live server are finished with leveling and can now equip max level gear on PTS. The only ones I need to level now are those below 50, right?

    You drastically misunderstand the OP.
On PTS this means to gain more CP's there is a drastic reduction system in place now so if you have 141 CP's in addition to the increased exp you need on the catch up system, your exp is lowered significantly once 40 CPs over NPCs.

So in silver and gold which teachinly would be CP 100 and lower....that's a long road to 160

It's about gaining additional Champion points up to the 501 cap or higher, you'll get more experience for Champion points in the game's current state than you would once DB changes are in place if you want to follow Cadwell Silver and Gold order.

This relative difference in XP from mobs pales in comparison to how much faster you earn CP while enlightened.

When enlightened, you earn champion points 400% faster. If your CP are low, just save up enlightenment for 12 days and grind out 12 points quickly, otherwise, if you just play the game normally without worrying about anything, your enlightenment allows you to earn at least 1 to 2 CP every day easily, just participating in quests, PVP or group dungeons.

I play tanks and healers, I'm not giving up fast queues, easy 101k experience each, and free loot from those VR characters for 12 days.

This is what I mean, if you play the game normally, you can easily earn 1-2 CP each day you play (while enlightened) from group dungeons or PVP, etc, no need to grind at all or worry about earning XP. If you grind, you can earn even more, but the enlightenment makes it so much faster that IMO it's a waste of time to grind now unless you want to get low level characters up to 50.

While enlightened you only need around 100K XP for each champion point until you get close to 500 (for example, at Champion Rank 430 each new CP costs me 399k unenlightened / 100k enlightened). For those below 160, even less XP is required.

Update: It's only Cadwell Silver zones that are going to be low exp from mob kills if you're already at or above 160 CP; Cadwell Gold zones are 160+ and will be full experience. So at least do the Silver zones before DB patch comes out if you want to get the most out of it.

!??? I have seen sooooo many "where is the grind point ?" or alike I don't understand the new system.

Doing Cadwel's silver ? gold ? why ? Just go to a grind point and grind like a labourer. That's what is already happening.
With the Vet rank (level) removal, IMHO, no one will explore the whole world to get funny but completely unuseful Cadwel's rewards any more. Grind from 10 to 50 (max) like the bots I saw at the beginning of the game , then do a few dailies like already said and that''s all.
