They said all with less than 160 cp will be credited with all the necessary points until 160. For those having more than 160 they wil give 40cp if some vr16 exists in the account.

But even if that still holds true, it cannot be the full story.
Compare someone with Vet 16 with 100 CP, a Vet 16 with 150 CP and a Vet 16 with 300 CP.
With these two statements one way forward could be:
The Vet 16 with 100 CP will be raised to 160 CP
The Vet 16 with 300 CP will be raised with 40 to 340 CP
and now the Vet 16 with 150 CP....
Will he only be raised to 160 CP ?
or.... will he be raised with 40 from 150 to 190 CP ?

No. He will be raised to 160. To further elaborate, using me as an example. Currently sitting at 523 CP and 6 v16 toons. I will gain nothing upon removal of vet ranks. The CP handout only applies to those with 1 or more v16 toons who are not yet at 160 CP. TBH its nothing much. If you are under 160 CP you will be gaining CP like candy even without the boost so don't let it worry those above 160 CP too much. They aren't gaining much anyway.

That 40 CP has been mentioned by ZOS for accounts with more than 160 CP, so your 523 should be raised with 40 to 563.
The point I was trying to make is the discontinuity that additional 40 CP creates.
To give the most extreme comparison.
Assume a Vet 16 with 159 CP to a Vet 16 with 161 CP
Would the 159 CP account only get 1 CP (raised to the 160 CP) and the 161 CP account get 40 CP (raised to 201 CP)
So the difference of 2 CP before DB increases to 41 CP after the DB DLC.
Also what happens to attribute points???

Is there any reason to think that the breton girl won't get access to the account wide CP's after the update? I took this change to mean any future characters I level to 50 will automatically become the same as my top level characters, but if I'm wrong please tell me so I can be as strategic as that sneaky Khajiti.
I wonder how they will treat the levels. If you can equip CP gear 160 at level 1 (because you have 160+ CP), so the game effectively removed levels and all the job is level skills / attribute points. I have a friend who grind naked up to lv.20+ that's how easy the game is, a player that can equip a full set CP 160 will faceroll the game so easily its better to just give out maxed alts already. Unless I'm failing to see something.

So if your account has 160cp then once you reach 50 you will THEN be able to wear and use the cp160 gear, equivalent to current vr16.
So, its not lvl 1-49 but levek vr1-16 that you jump thru.

I'm not entirely certain of the facts of this - all I've seen from ZoS on the matter is that if you have a v16 you get a bonus of 40 CP (2.5 cp per VR), I have not seen it stated that this only applies if you're currently above the 160 mark.
So your 159 CP example may actually get 41 CP? I'm not sure - I don't see why they would give the character who has more CP already the bigger bonus of CP.

The intention is that once you hit 50, champion points take over. Veteran Ranks are completely removed.

Keep in mind that none of the stuff above is 100% locked in. We're still implementing the feature - things are subject to change. It's important that everyone understands they are not suddenly going to have to have 501 CP in order to equip the top level gear. We will introduce new gear, with higher CP requirements sometime in the future, but we won't be making huge jumps. (i.e. - we won't go from 160 to 400 suddenly)
Once we finalize the system and lock in more of the details, we will discuss things in more detail and answer questions.
