Clouding Swarm needs a rework

Ever since Thieves Guild launched, Clouding Swarm (an ulti) lost its regranting of invisibility after being broken, the only exception being when you got marked. What was the reason behind this change, or was it not intended?
Either way, it should be able to regrant it's invis function, ESPECIALLY with the 9% added damage against vampires, as right now you can be hit by any move that requires a target.
Anyone elses thoughts?
