Even though they screwed up architecture and environment design at launch by trying to create assets for all ten provinces at launch, they've proven they can design unique architecture and environments really well with their post-launch focused DLC.
The slaughterfish-jumping method is/was a result of partial server disconnect, caused by the client and server not communicating the fact that the player is in the slaughterfish. You can/could also use it to reach Bravil in Cyrodiil.
If you're interested, datamining has shown that an earlier version of the Main Quest was to have a chapter set in Adamantine Tower. Also, Balfiera has at times been considered for implementation as a PvP objective, presumably in battleground style.
No, not really (at least, I don't have any ideas; someone else may do). They may have even found a way to patch it out. You try it at a time with high latency (they're not that hard to come by ...), or you could try intentionally fudging up your internet connection, but they probably won't work. Actually, lore wise, the White-Gold Tower is a copy of the Direnni Tower.
