Crafted set items of different quality?/level?

Since the tooltip bonuses of set armors (specifically player made/crafteable sets in my situation) scale with the level and quality of the gear, how do the set bonuses apply if one were to wear 3 pieces of a green quality set and 2 pieces that were blue in quality?

Or, if I wore pieces of different levels for example some pieces that are vr7 and some that are vr8.

I ask because I tested this in cyrodil while battle leveled and it appeared that I was getting the bonuses from the higher quality/level pieces even while wearing lower level/quality pieces.

It averages out, but will display the lowest quality item bonuses across all equipped pieces.
