Great new PvP/Justice system idea.

With the recently added ability to acquire PvP skills in a more reasonable amount of time, comes a whole new plethora of annoyingly obnoxious skills for jackasses to cast over and over in Wayrest.
So here is the idea. Make a mechanic that turns on PvP mode when a character casts more than 10 skills in 10 seconds in a public PvE area. So the next time the vet 12 billy_bob_noob wants to sit by the Wayrest wayshrine and spam cast proxy det and vigor for hours on end, we can just wipe the floor with him and be done with that nonsense.
Trust me, this would be much more fun than playing justice system hall monitor for thieves.
