Well, the fact this game is rated M and all the female toons have to wear male armor... I'd say the devs are from Saudi Arabia. Or possibly North Carolina lawmakers.
There's blood when you slash enemies but, none of the blood splatters on the ground or walls like in Skyrim or Oblivion.
And I haven't seen any gore in the game (other than decapitated hagraven heads which have no blood). One would expect that a game rated M for blood and gore, would feature blood pools on the ground, or dismemberment of limbs.
Why isn't the game rated T? And surely sexual themes arn't the reason. It's merely suggestive at the most, nothing a 13 year old wouldn't know after learning about puberty in health class.

United States Army says 17. Yeah that's only a year difference but that's closer to legal adulthood than 16 which is still considered too much of a minor.
Besides you think the Military does nothing but kill people? This isn't the second world war, I'm pretty sure a majority of people can serve out their years without firing a single shot at anyone.

due to pvp lag been playing a mod'd Skyrim again and coming back to ESO with no HDT jiggle is a let down lol

Online interactions arn't rated by the ESRB though. And the swear filter is set on by default
