Yes, if you are applying two dots from different spells, they will both deal their dots.
No, if its the same spell being recast coming from the same player, the new one will over-write the old one resetting the duration back to full.
Certain debuffs that apply similar effects like spell penetration will not stack, but only apply which ever is highest.
