Character Transfer?

So i own the Xbox One version of ESO but i want to get it on the PC for the smoother framerate...problem is..i would rather not start all over and rebuy the DLC and level up...

Is there a character transfer i can buy from the store or something to transfer my Xbox One character to the PC version? otherwise i am just going to not even bother playing anymore...the Xbox One framerate makes me get a headache
