So i am V3 at the moment and currently doing Cadwells' Silver campaign.
i read that Zenimax is getting rid of Veteran levels in a few months, so should i just hop into the DLC and stop focusing on leveling or continue to do the other two campaings before doing the DLC?
Going from WoW (last content patch was in August 2015) to Elder Scrolls Online is a complete 180. From zero content to too much content

Actually you'll just need 160CP, which will happen far quicker than VR16.0 -

Broken Branch Toothmaul - goblin (for my goblin characters, I use either orsimer or bosmer templates) Templar, member of the Order Draconis and persistently unskilled pickpocket
Mol gro Durga - Orsimer Socerer/Battlemage who died the first time when the Nibenay Valley chapterhouse of the Order Draconis was destroyed, then went back to Cold Harbor to rescue his second/partner who was still captive. He overestimated his resistance to the hopelessness of Oblivion, about to give up, and looked up to see the golden glow of atherius surrounding a beautiful young woman who extended her hand to him and said "I can help you". He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.***Order Draconis - well c'mon there has to be some explanation for all those dragon tattoos.
House of Dibella - If you have ever seen or read "Memoirs of a Geisha" that's just the beginning...
Nibenay Valley Chapterhouse - Where now stands only desolate ground and a dolmen there once was a thriving community supporting one of the major chapterhouses of the Order Draconis1 -

Questing - well anything really - is giving you xp which means Champion Points. Champion Points will stay when vet ranks are removed. Orsinium and TG DLCs both scale you to v15 so it doesn't really matter when you go there. If you enjoy doing Cadwell's, you can keep doing Cadwell's. If you're tired of Cadwell's(couldn't blame you...), you can give Wrothgar/Hew's Bane a try(you can always come back to Cadwell's later, I don't believe they'll remove actual zones access with vet levels), or you could try group dungeons(either with people of your level or through groupfinder which will scale you to v16) or perhaps PvP(which will also scale you to v16 although you will be at slight disadvantage due to lack of CPs).
