If I'm lazy and hard targets are the closest to me, that's what I'm going to go after for the 'pickpocket 10/3' quests.

I go after any target myself but where's the difference in difficulty besides success rate? Shouldn't it be MORE rewarding to successfully steal from a Guard for instances rather than equally as if stealing from some easy mark?

There is a much higher rate of blue items from hard targets.

Hey, I'm with you. I'd love higher drop rates. I was just saying that I notice a significant increase when I pick hard targets. I leveled on PC and PS4 just pickpocketing (since you get the points for the pickpocket as well as the fence/laundering). Definitely get better drops from Hard targets.
However, the purple are ridiculously rare. Seems like it does need tweaking.

And in all fairness item values when sold to NPCs are not that great compared to making money in the player market, Purples a possible exception. However, White Treasures are utter garbage. Who is going to waste a fence on 40 gold?
