More Scaled Instances in Faction Zones

I had this idea last night while running my character through Rivenspire. Most of my characters are pretty overleveled (and not just because of the cake). The way the game is designed, players are not supposed to do everything. Completionists will quickly overlevel. But I find that you can leave at least half the content behind and still be a little overleveled.

I also find that once faction game is over, there's really little incentive to return to my starter area (Glenumbera, Stonefalls, Auridon) - or any of the other areas, actually. I just hang around in a vet area that's, for the most part, pretty empty. I'm also doing quests I've done three or four times. Yawn.

But what if some content in the faction zones scaled to the player (like the content in DLC areas and other areas). I'm not suggesting a complete reworking of the zones, just some of the content. Group dungeons, for example. If they scaled to the player, then players could run them at level 11 and return again for level V12 - or whenever they wanted. They wouldn't be trying to make sure they were getting there within the level range so they can get drops. They could just ... go. (It would also prevent - to some degree - the level V16s from running through Crows Wood (level 7) spamming aoe attacks and killing everything so no one else can play.)

There could be other areas to scale as well. Maybe anchors and delves, but that might be more problematic. I also feel as if Undaunted dungeons should scale rather than level to a single player. It would make it a A LOT easier for people to find groups.

Honestly, I'm hating having to go through Stonefalls as a Bosmer from AD for Caldwell's Silver. I didn't think I'd hate it that much but, you know, I really do. If enough of the instances in the original starter zones scaled then maybe Caldewell's Silver and Gold could just go away?

Have leveled up 2 new characters. I got them to 50 before the cake. I went through all the zones under level. It's not hard to do. Just don't do everything. Cadwells quests will take care of most of the needed XP. Some random GF dungeons go a long way.

Easy to manage our own XP and leveling.

I think you may be missing the point. Yes, Caldwell's gold and silver will give you a lot of xp - at the cost of requiring players to repeat quests they've already done in other zones.

And yes, we can manage our own exp if we just don't do everything. In that, you kind of repeating what I said. Yes, I can manage my own leveling if all I do is the main quests for each zone (which we need for the skill points and to finish the zone) and dolmens. Maybe run a delve or two. That's it. Do that and you won't over-level - but you're going to leave a lot of content behind. And in level instances, that content is kind of wasted.

But if that content scaled to the player, then the player could choose to do it whenever they wanted.

And let's be clear: Caldwell's silver and gold was a band-aid. It was implemented after beta because a number of people complained that they wanted to play just one character but still visit all the zones. Next to the lag in Cyrodiil, loading screens, and the Vet ranks and champion point system, the Caldwell's end game remains on of the most complained about features of this game. It's really poor game design.

Anything to improve the end-game. I end up grinding because silver/gold sucks so bad.

If Cadwell's went away, it would require a major overhaul of achievements. Also, it would mess up skill points and skyshards and the Lorebooks and a plethora of other things, so I think it's pretty safe to say it's not going anywhere.

But I really don't understand people who want more scaling. What's the point of leveling if you don't outlevel certain things? I enjoy my sense of progress.
