In light of recent discussions, I think it would be prudent to create a thread for players to seek clarification on certain aspects of the Terms of Service. The wording can be ambiguous at times, so it would be nice to have a thread where ZOS team can chime in and answer any questions we might have. I think we should limit it to specific in-game behaviors instead of generalized questions, as it's those specific behaviors which are under scrutiny in the first place.

I'll get things rolling to give people an idea.

• Owning Multiple Accounts - acceptable or unacceptable?
• Trading in-game currency, good, or services (gold, AP/kills in PvP, Tel Var Stones) for other in-game services that are not supported by the trade UI. This could include trading gold for runs through a dungeon by experienced players, letting someone kill you in Cyrodiil in exchange for a page of the Trinimac motif, etc.
• Intentionally scaling down a dungeon to the lowest-possible level to facilitate completing the Undaunted pledges more easily and thereby stockpiling Gold and Silver keys.
• Buying codes from third parties with "real world" currency or trade, such as codes for con-exclusive giveaways. I was looking over the TOS last night and am pretty sure that selling them is forbidden, but it was unclear if buying them was forbidden.
• Intentional AP feeding in Cyrodiil, intentional Tel Var stone feeding in the Imperial City, etc.

Please do not sully the thread with discussion of recent drama, there are plenty of places to do that already. The intent here is to have a place to ask ZOS about specific behaviors and where they stand in terms of the TOS.

Normally I'd keep my mouth shut and let ZOS answer, but I can answer one right now:

Owning Multiple Accounts = Allowed

I have 12 accounts and have had to work with support on them (emails not coming through) and they've helped every time by changing the email accounts around for me. They know of all of my accounts.

Can I ask why you have 12 accounts? I am just curious because that is a total of 96 characters... WOW....

Wanted my own personal Guild Banks without having to include other people. Accidently bought 2 more than I needed lol. I only make use of 2 accounts on a consistent basis.

Nice having 3 personal Guild Banks.

I've heard of some guilds doing a weekly lottery, where people deposit gold to the bank to buy a ticket, and then there's a draw and the winner gets some of the balance of the banked gold. Is this in any way against the terms? (Sorry if this is a stupid question)

What you are saying is probably allowed, but I would like to add to your question because my question is similar.

On the same situation, if some of the prizes is ESO+ time cards, is it allowed?

Oh dang, I forgot lotteries were even a thing! My personal feelings on them aside (I absolutely despise them), it would be good to know if they are within the TOS, most especially because that's something I know affects thousands of players.

Didn't even know there was such a thing as time cards. That's pretty interesting.

I've done searches, of course, but not everything is covered there. I would rebut your statement regarding not asking these questions on the forums, as well.

One thing Im really interested in confirming is the policies around addons, there have been temporary suspensions for using tools like Roomba and Multicraft with threats of permanent bans. The advice offered though by that team is confusing, they indicate that you can only use 'approved addons' but as far as I've searched, no list for that exists.

Can we get confirmation on what addons are allowed, and which aren't?

iirc Macros are against the ToS. Addons like Multicraft and Roomba work by using macros, and if they send too many messages to the server too quickly then something triggers and the user gets banned.

I think that's how it works anyway.

Just me, but I think these are all very valid points and certainly worth discussing. OP has presented these issues in a non-specific, policy-based manner that will generate good discussion, provide clarity and at the same time, conform to ToS non-disclosure rules.

Personally, I've seen way less productive threads than this one.

No. Selling in-game items for real-world currency is not allowed. The relevant part of the ToS is in Section 2C:
You agree that You have no ownership right or title in or to any such Downloadable Content, including, but not limited to, the virtual goods appearing or originating in the Services (such as a Game) or any other attributes associated with any Account or Services. ZeniMax does not recognize any purported transfers of virtual property executed outside of the Game, or the purported sale, gift or trade in the "real world" of anything that appears or originates in a Service or a Game.
