Full group - random dungeon grouping tool - 7+ min in que

So what is going on with LFG tool for random dungeon ?
We have a full group, que up for a random dungeon and .... we are in que.
You would expect 1-3 seconds que, pop dungeon, off we go ...
But no. This is ESO. 10 min in que right now, with a full group, group has proper roles - so that shouldt be the reason.
I mean really ZOS. You have a full group. Tool has to asing a dungeon and thats it. What could possibly take 10+ min.
And if you want to know why - doing it for XP bonus on third alt.
