✭You can pick it up, but you can't complete because although much of the content of Imperial City was bundled with its respective mega patch, the dungeon itself is in the DLC with everything else exclusive to it.
I don't have an answer about why you can pick it up but the most probable wild guess is to simplify things. Why bother the daily pledge system with additional checks and verification routines if it's much simple to let the discretion of the players to not take it?

It just means that one night out of 18 you don't get to do a Silver Pledge and one night out of 8 (or however many Vet Instances there are of Dungeons) you don't get to do a Gold Pledge.Enjoy the game, life is what you really want to be worried about.

It just means that one night out of 18 you don't get to do a Silver Pledge and one night out of 8 (or however many Vet Instances there are of Dungeons) you don't get to do a Gold Pledge.

I was just about to say that I have gotten a Silver Key from doing the Prison up there, but it must have been on Normal Mode as Vet mode for those two dungeons kick my butt. Well, one of the bosses does most of the glute kicking.
