@Dirtydirt Here is a pic of the one I'm working on. He is vet 6 but scaled to 15 because I was in a dungeon. I was also wearing a piece of heavy and medium to help level those skills for when I obtain undaunted lvl 7 so my regen and max mag is down a bit.

These are my stats at v16 with food buff + enthropy + Spell power cure on the resto bar. I have 50 more MP recov and 300 more spell damage on my DW bar. I'm using undaunted passives. These are my PvE Stats, i've done all endgame content with that char.

My bars are :
1st bar : Resto Staff
- Blazing Spear
- BoL
- Rapid Regen
- Enthropy/Harness Magicka/Combat Prayer
- Inner Light
U- Aggressive Horn

2nd bar : Dual Wield
- Purifying Ritual
- Mystical Orb
- Purifying Light/Enthropy (when i need harness magicka or Combat Prayer on first bar)
- Repentance
- Radiant Oppression
U- Ice Comet/Solar Prison

These are for dungeons.

For raids my bars are :

1st Bar : Resto Staff
- Rapid Regen
- BoL
- Healing Springs
- Combat Prayer/Enthropy if the other healer wants to use Combat Prayer
- Repentance/Inner Light if the other healer wants to use Repentance
U- Solar Prison

2nd bar : Dual Wield
- Purifying Ritual
- Mystical Orb
- Blazing Spear
- Rune Focus
- Radiant Oppression
U- Aggressive Horn
