Honestly, ZoS needs to head over to DC Universe Online's forums which is a game I played for years since its beta.
The moderators were not the only ones that represented the company that would interact with the players. Oh no, the devs actually did as well. They'd ask for help, ideas and what we liked and actually followed through.
They also added monthly free content for the F2P portion of the player base. They even went on to play with you. The community manager would actually pvp with players and against players and so did the devs as well (like the combat designer and lead).
Before a new DLC dropped they would play whatever new raid or alert (pledge/dungeon) for the players to see LIVE on twitch. They literally had their own group for raiding, tanks, heals, controllers and dpses. The devs even did things as cool as spawning bosses in the HQs of each faction randomly. I/e the heros' Watchtower and the villains' Hall Of Doom. For those who are not familiar with that imagine ESO's devs spawning Molag Bal in Rawl'kaa during peak times or in Grahtwood (Im AD so those are my main cities).
Those devs and moderators made you feel like they cared not only about your money but also your enjoyment and their game When things broke, or bugs came to fruition they would work on that as top priority and get it fixed THEN they would continue working on whatever content was coming up next.
In end it made us all feel (including the devs & moderators etc) that we were all fans of the game and wanted the same enjoyment from it. Their participation in game enabled them to see what we complained about and understand the frustration and get it fixed or adjusted.
We need that here. Instead it seems like its us vs them (of course I refer to "us" as those that actually discuss issues, bugs and performance problems here on the forums).
Even those who don't come to the forums to discuss lag, broken mechanics or combat issues - you have to at least admit that the portion of them playing with us or even doing cool things like spawning random bosses or enemies in major cities would be fun.
Who wants this type of interaction? Not even interaction but rather this fun and effective manner of maintaining ESO and the community happy and at the same rate being a profitable game for the company. Because how things are now, the revenue can't be the same for ZoS and what is indicative of that is paying popular streamers to play ESO and praise it while doing so or giving million dollar giveaways to attract new players to fill in the spots of ppl that are leaving/left.
Everything I mentioned above helped keep the customers happy AND the devs too. By them playing their own game with us they were able to clearly see what needed to be fixed and understand our frustration since they experienced it as well which in turn would motivate them to fix things asap.
FYI I played DCUO since beta and up until Day Break Games took over so I don't how they are. I am referring to the original team/devs that created DCUO and managed it for years.

I would say ZOS should take a look at the way Digital Extremes handles Warframe and their forums. Engaging their audience and taking the player's feedback to heart (both from regular players and streamers)

But, I believe we all have to remember back then, there was no F2P, everyone there had paid a sub for the privlage and SOE had a little bit of cash to spend on features/employess like these too. MMORPGs are a bit different now-a-days, for gamers and gaming companies.

Friday Night Legends, they play with the players or host pvp tournaments after they talk about the game and upcoming content or changes,

Money. I spent too much. They would constantly add new powers/classes and like a silly person I wanted to try them all and payed for respecc tokens which were ten dollars. i change powers so many times its hilarious. That and I would buy things from their "Crown Store" which were actually really cool.
In the 3 years I played DCUO I spent over $3k.

I think ZOS does a fairly good job interacting with their customers, @ZOS_GinaBruno and @ZOS_JessicaFolsom both do a great job and follow up on major issues and taking our thoughts to heart. Unfortunately they are only 2 people of a big team and there are many of us all giving contradicting ideas, so I guess the question is how can they take every idea to heart and implement it while satisfying the ESO population?
PVPers, PVEers, people who want AOE caps and don't, people who want less lag, people who want more skills, more classes, better balance, bugs fixed, executes here, gap closers there... Taking our ideas to heart can only happen so quickly and so much.
As far as interactions I think they do a pretty good job with their twitch stream, and they answer players questions. That said I think some of your statements are great ideas that ZOS could try to implement. Rather than seeing someone playing the questing of Hews Bane I would have loved to see the devs streaming Maw of Lorkaj in a 12 man group. That would have been awesome to see
And of course, random boss spawns and activities with ZOS employees are always fun and welcome ideas, but you would have some players who would get upset that they were playing with us without fixing issues first.
Really not everyone can be happy all of the time. I like your ideas but I can also see why some of them don't/can't happen... At least not yet.
