Ok, I am going to have to level with you here. I am sick to death of questing in this game. I have played all the way through the game on three different characters and leveled several more to Vet levels in non vet pvp. Once you get to Vet pvp the leveling completely stops!

Level 10-V1 in around 2 weeks of moderate gameplay, and then its maybe 1 vet rank a month if you are lucky enough...

-AND STOP CHANGING THE SKILLS AND ABILITIES EVERY 4 MONTHS!- WTH IS THAT?!

I feel ya. Made the mistake of making 3 other characters in other factions before i got my main to vr 2. Replaying exactly the same quests... gets ugly. Not to mention after finishing the coldharbour the whole story seems so artificial.

1vet rank in a month?? Do a normal random dungeon, it takes up to an hour tops, gives you 200k xp with a cake. Add Ambrosia on top, get some more xp.
Pledges, daily Wrothgar quests, Thieves guild heists and PvP kill enemy players, or Cyrodil daily questing gives you about 15k xp before any other buffs. Completing Undaunted vet dungeon achievements gives solid amount of xp, but will take a couple runs to complete. Totally worth it since you have to level it anyways. Don't forget quest completion within each dungeon and a skill point.

A vet rank has just 850k xp to get. It's NOTHING to what it used to be 2 years ago, even a year ago.

Lae Lenne - Templar Healer Trial grade.
Dromede - Stamina Nightblade, she's a newb and doesn't know what she's doing
V'oghatta - Stamplar pretending to be a tank
Ulville Thonvella - aspiring Fire Mage, be careful around her fire sticks!
Dromedaris - lost and not found. Named after a shoe, what else can you expect from her? A proper tank in her wildest dreams
Swims-Naked - too pretty to grind, too silly to quest.
Sun Flair - Dunmer Templar that can't spell for life. To bad she's too broke to afford a name change... Well, at least she's pretty...

Thats the thing, Ive done all of that a million times. Im done with the PVE content, im literally sick of it. I like to pvp, and there is NO reward there, even with the crappy 2 year anniversary cake... what a joke of an anniversary btw.

Do you PvP in a group? Completing bounty quests is totally worth it, it's also about 15k xp +whatever buffs you got. If you run in a group, those "kill 20 players" quests get filled up in a matter of 15-20 minutes.

I strongly disagree with you on "crappy2 year anniversary cake" . I leveled a tank to v2 from scratch within last week. V1 to halfway through v2 with undaunted pledges and random dungeons only.

I guess they are removing vet ranks with DB dlc. Oh well, all those many hours spent grinding to v16... all for nothing.

Well with vet ranks getting removed with the Dark Brotherhood DLC you won't need to quest as much on alts anymore. You may still need to a little for skillpoints and access to skyshards though.

Are you trolling? Your CPs stay with you, just like any achievements/quest rewards/skill points.

Just with skyshard hunting in my original zones and a random dungeon a day. 25 levels in the last week. And I have other toons I use. And I have a full time job. With overtime. So if you can dedicate any sort of time, you'll be done quite quickly.
In the end though, it doesn't matter how you do it, it'll always be the grind.

If it's so bad for you, stop alting perhaps?

Maybe its because I constantly switch games to play, but It generally takes me awhile to get "burned out".

Or maybe because I'm an older gamer -shrug-

That is a good thing to do, I play as well several games even my time to play is very limited - but those 8-20 hours I have to spent on gaming per week are well placed - 8 hours are reserved for Oblivion, Skyrim, Fallout NV and Fallout 4 - and what else I can spent on gaming is on ESO and Fallout 4 - lately more on Fallout 4 to give feedback on the new survival mode. Maybe some would not consider this gaming at all, because it is not that many hours per week - but I do this since many years this way and I have as well thousands of hours spent on gaming - even I am a casual player, but I score as well high hours overall and I will not burn out on these games I am playing anytime soon.
