Is there anyway of seeing what the Dev's are working on in the future or is it all just announced as and when their nearly finished and its being released?

For future stuff it's generally a good idea to watch ESO Live on Twitch, keep an eye on events such as Quakecon, E3, Pax, Gamescom, ect, and of course keep an eye on the forums.

So I've just watched this video for the first time, interestingly posted on a spell craft thread.
So apart from the obvious spell craft that hasn't come into play (apparently due to a lead developer leaving?), what about these:
- Justice system, being able to play as a guard?
- Murkmire a new PVE zone of the Argonians to the right of Cyrodiil?
Have there been any similar discussions since then?
The second part of the justice system was cancelled because it would be too exploitable and they didn't want to do that to the game.

It depends if you're trying to gain one of the achievements I.E get away from a guard or collect a certain amount in bounty - I think i'd be pretty tipsy if someone came along and killed me half way through

That's just the thing though. People are actively trying to avoid interaction with other players, in an MMO. Which is why ESO is feeling (and being further developed) like a single player RPG with some grouping elements.
If you wanted to go after achievements for being a thief/murderer, you should be prepared to face people trying to uphold the law. That's the kind of system that would have added so much depth and amazing gameplay.

Having the thieves den entrances camped by 20+ v16 enforcers 24/7 to catch anyone with a bounty would be very exploitable. You know that's what would happen. Players would be forced to log off if they had any kind of bounty whatsoever. If that happens enough, they might decide that it isn't worth playing at all.
