Latency spikes and NPC voice disappear

Is just me that Latency spikes and NPC voice disappear when talk to them and i get sometime crazy sound effect like water runing when stand on dry land and no water around me

When I'm using the 64 bit client it happens almost all the time.
The sound issues of the 64 bit are known to ZOS.
