They do not spawn like this. They spawn as normal casting the bubble but once they are low HP or killed they will just put away their weapon and then change animation and bug

I am familiar with the bug, it used to happen to my group all the time since we were conditioned to kill things as they spawned (vDSA). This is what is triggering it. It's best to just not run any ground based or AoE abilities until the mobs finish spawning.

So if we avoid damaging their spawn spots this bug will be avoided, correct?

Correct, if you make sure to only hit them once they've actually spawned and are targettable, you shouldn't have any issues.
