am i the only one lagging in a normal zone?

hey i played since launch pretty much everyday and never had a problem like this in every zone im getting minimum 300+ping and most the time its around 500+ im on eu server im getting it in every single zone i have not tried cyro but cyro is always laggy anyways.... but my ping had been maybe like 125 at one point but im getting lag everywhere i got my ping is just up down up down ect ect but i played for a long time and my ping is norm around 90-130 max in normal pve zones i dont get it just wondering anyone else having this problem i have only had is the past few days maybe even a week in around that time

I have a character parked in a leveling zone that I just log into for Hireling Mails. She is near a place that spawns several Nirnroots so that is why she is where she is. Anyway, this morning I noticed some annoying lag going around the area that she is parked in.

My other characters, who are also VR, did not have any of that lag, and there were a lot more players around in the zones they are in.
