That just comes pre-packaged with all werewolf transformations. It mostly comes from ww's spamming piercing howl to get strong single target, and all of the skills are expensive. Add in the fact that zos balanced them around using heavy attacks for sustain and resource management becomes a common issue.

Hmm so even with high recovery such as around 2.5k and 7 medium gear they'd still have sustain issue's?
The ww should have a passive to do with regen, something like when you fead you gain 400 stamina regen for 20s or something or when you kill someone/thing you gain 1.5k stamina back or something.
If there going to base ww are high single target dmg and the fact you need to kill and feed to maintain it then you should be able to sustain by doing the same thing.
