Does "Penetrating Magic" destruction staff passive affect standard staff attacks?

The passive's description states "Allows your Destruction Staff spells to ignore 5% of an enemy's Spell Resistance". Does anyone know for sure if it increases the damage of light and heavy attacks with the destruction staff? I don't currently have any destruction staff skills/spells on my hotbar, so it would be a waste of skill points if it doesn't affect standard staff attacks. Thanks!
