ZOS-controlled avatar events or Player-controlled Boss reward?

When I played Asheron's Call I was always amazed and delighted by the fact that dev-controlled NPCs (Asheron as well as the main bad guy) could spawn randomly and talk to players or simply lay waste to everyone in a city if it stuck their fancy.

I thought for a long time that I'm mystified by the fact that ESO does not have a similar feature. Then recently it occurred to me while poring over the datamined list of NPC/mob skills (there's a bajillion) that it would be amazing to have as a quest or Trial or achievement award to have a Memento where you could choose to have your character do a quest where you chose a monster skin, a spawn place, and a loadout of skills and whup the hell out of some players in a global notification of whomever is nearby (and thus it would work well as a zone-level appropriate or scalable quest) and you'd get a reward if you managed to defeat a certain number of players who show up - or, alternatively, they get to loot you.

It would certainly add a special dimension and an amazing reward to be able to do this. It wouldn't even necessarily have to be combat-oriented. You could simply have a floating rock to roam around Cyrodiil, talk trash to the PvP players and summon mobs to harass them.

Really, the same sort of thing could be implemented for ZoS-employees who feel like logging into their admin account, using some bracket commands and spawning somewhere to say cryptic things to players, or become a sass-talking Vendor somewhere, etc. The benefit to this is it would be much easier to prevent abuse that a player-controlled event would necessitate, but the drawback is that ZoS's infamous "never say anything to anyone that the council of 100 PR enforcers haven't spent a week vetting" policy would probably make this a very nerveracking experience for whomever dared actually interact with employees. Every CS agent who tried to help a customer instead of jabbering vague lore-inspired misdirection knows what I mean.
