Twilight Matriarch heal not scaling with Blessed

The Twilight Matriarch heal (in the Daedric Summoning skill line for the Sorcerer) does scale up with the Ritual mundus stone but does not seem to be scaling properly (or at all) with Blessed champion points. Has anyone else experienced this? Is this working as intended or a bug?

LeoSzilard✭✭✭I found another Twilight bug. I have summoned the Twilight and as soon as it appears if I use the special ability it resummons. This is a massive problem for healing. It's bad enough that there is a long cast time to summon the matriarch but the fact that it resummons if you tap the button again too quickly is a big issue. My suggestion for how this should work is this: once the twilight has been summoned, the summon should not be cancel able unless you bar swap or block. You should be able to spam the button so that as soon as the twilight appears you can get a heal off quickly. If I try that currently it breaks.
Also, I have found that sometimes when I go through a wayshrine the Twilight disappears but I can still use the heal ability and enemies still attack it (they swing their sword at empty space).0
