Toppling charge not working

Well it works sometimes...seems like when approaching a mob, I can't be the first one in with toppling charge, it studders. but after the fight begins, then it works fine. Usually. In PvE areas. It almost never works if I'm on stairs or a different level trying to close the gap and get into the fight for a minute.
I'm not sure if this is something just broken with the update or if it has been an ongoing thing...maybe I'm doing it wrong IDK? I should just use javelin or blazing spears instead maybe?

✭This move was born broken and had been "fixed" many times. Funny enough my Templar never had a singe problem with it guess ZoS said that 2.5 years as a Stamina Nightblade was enough punishment.Chaos Shadow-Scale: Shadow Archer
