I've been out in Cyrodiil looking for chest while PvPing. The ones I come across that have dropped motifs are all dominion pages, not my rival's alliances.

Do others drop or do you trade?

    You can only find the alliance motifs for the alliance your character belongs to.

    Or you make a character in the other factions and hunt chests on those.
    I already had characters in each faction so I got all the pages that way.
