It should start the game, but I don't think it will manage playable FPS even on Minimum settings... it might be ok if you're using a low resolution such as 720p, but I'd try to find someone who has benchmarked it with that setup before buying.
In any case, the game does not look anything like it does in trailers etc if you play on minimum.

I revised my comment in your quote, after checking into the actual integrated GPU that you have it does meet the Minimum requirements and should be playable at 720p in PVE.... group play or PVP are probably not going to work well, but you should be able to quest etc if you don't mind the lower/lowest settings.
Best option is to hit your own linkbroncrida92b14a_ESO wrote: »http://www.game-debate.com/hardware/?gid=3285&graphics=Intel HD Graphics 520 Mobile

Depending on motherboard on the laptop you may be bale to buy a better gpu expansion. But some manufacturers don't like to allow aftermarket expansions to fit in there. I've heard of external gpu's but have never used or have any knowledge on how dependable they are. But if all you want is to run the game your laptop is fine. Doesn't matter on people rig with this game your gonna encounter lag. I have a 4k+ rig and still have rand fps issues and random crashes.
