The Outlaw motif was most likely inspired not by any particular race, but instead by the Daedric Prince of luck known as Nocturnal. The “phoenix” is more likely a raven or nightingale, both being related to the deity symbolically. The moons, of course, are a symbol for the night, under the cover of which thieves and outlaws safely and skillfully stage their crimes.

Yeah, that seems most likely. Also the three pronged outlaw/thieves guild logo looks suspiciously like a bird print, when you start thinking about it in this context.

I thought it represented three blades/daggers.
