console lag anyone?

so after the new dlc the other day i was excited to get in there and try it out only 1 problem super lag! i spawned into eastmarch witch i first notice is completely empty no npc's. Then i start to walk around the game is lagging behind my steps and after about 10 steps i pop back into loading to come out to find npc's have spawned. At first i though maybe it was just this zone but everywhere i went it would do the same. PvP was unplayable my skill bar would lock up as if i couldnt use any skills, and all my gap closers just cancel them self? what happened? now before trolls hop in and say stop stealing internet or get a pc master race. i want to say i pay for more then standard internet as i am a streamer and get well over 100 mbs download and well above 10 mbs upload. Also playing on console has never bin a prob untill after this dlc.
