[BUG] Grouping tool not working for IC dungeons

I included below a report sent with /bug as well, just copy pasting it. I also tried to change the leader, and doesn't seem like an isolated case.

It is not possible to group for a IC (Imperial City) dungeon alone, which includes both WGT (White Gold Tower) and ICP (Imperial City Prison) with the group finder.
- It is possible to group for an IC dungeon and another dungeon
- It is possible to group for a non IC dungeon on its own
- It is NOT possible to group for 1 or both IC dungeons
- Anytime a non IC dungeon is selected as well as one or both IC dungeons, clicking join queue will unselect the IC dungeons selected
