blessing war is bugged and does not work as intended.

the buff time shall freeze when leaving Cyrodiil (pre TG DLC update)
now with the new DLC patch, the buff time still active while outside Cyrodiil and expires.

Timer has never stopped if you leave Cyrodiil. Only thing that has put it on hold is logging out.

read the buff explanation: "and only active while in Cyrodiil or Cyrodiil Delves".
inactive buff= time does not expire
