Are you using all 8 Character slots? If not, make a bank ALT. Many players have them.
Crap design issue.

So many new things added and I'm just over here with thousands of flowers in my inventory now replaced with some kind of silver brain jelly and dragon toes.
Is this just a FWP or an L2P issue? :0
This! Why oh why do we not have this yet!
While the recent Collections mechanism is nice to keep our Quest Trophies, it is not a good substitute for more bag space. I have 4 Mules and 4 Mains. Most have 200 Bag Spaces, three have 170, and one is at 103 and the Bank is maxed. While I don't run out of space now, I do a lot of inventory shuffling. Crafting Bags will help a ton with this. But somehow, I don't think it will be enough, given how I used to hoard in pervious TES games. Yes, I would collect every book, an example of every weapon or armor, named soul gems when we had those, keys, jewelry, you name it.

The only solution, we all know but Gidorick puts it nicely with...Crap design issue.
ESO has to be the worst MMO ever when it comes to inventory management. You have to use your alts as storage - outrageous! - and even using addons you still spend a stupid amount of time shuffling stuff back and forth between alts.
Many believe it was intended to encourage players to join guilds with their lovely big storage but if something as basic as inventory is this ridiculously annoying, people just don't play.

We could only guess.
It was first mentioned ages ago and since it has the potential to actually make a bit of money if they eg. sell upgrades in the crown store, many are curious about the delay. This single problem was also one of the main reasons I stopped subscribing and playing back before it went B2P and that's probably true for a lot of other players. So it is fixing a longstanding critical game design flaw.
