downloading way more than 13GB for TG patch

ive been downloading this patch for two days now, today alone my console has downloaded 35GB of data..... I was playing the game when the server went down so i had all the updates before TG so its not like I should be downloading orsinium and all the other patches but I feel that's what is happening.
ZOS, why have I downloaded so much data?? what am I downloading?? I am currently on 82% and it goes up around 2% per hour, my console says my usage is between 2Mbps and sometimes it goes up to around 12Mbps.
