Why are we getting VR14 undaunted sets with VR16 characters?

So Rich says "Working As Intended" eh? Unbelievable. What are they trying to do, have us quit doing dungeon runs? Now you can just buy the Helm of choice at your local Cyrodiil vendor, and because of the poor loot system for the chests, there is even less desire to go run with a pug.

Does this mean before TG launched, we weren't supposed to get VR 15/16 gear from the chest? and that this "fix" was supposed to be like this the whole time?!

Well this sucks x infinity! My best build was built around the Unweaver light armor and Vengeance Leech! Now it's back to square one since I've out-leveled them! To Oblivion to whoever decided level restricting sets!
