Failed Skill Disables Auto Attack, please help

It seems that some of my skills (mostly instant ranged skills) will fail to cast the first time i press the button if my weapon is sheathed. This is not a big deal I don't mind pressing the button a second time.

However, whenever this happen, I can no longer hold down left click to automatically heavy attack with my weapon. It will attack once, and then stop until I release left click and press it again.

I have discovered that I can reset the functionality by opening and closing the menu. But this happens to me a lot, as any gathering or questing will sheath my weapon, and I like to start combat with a ranged attack. And I find myself having to open and close the menu combat, which isn't game breaking, but is very annoying.

I'm hoping that someone can tell me a way to either cause my abilities to always work, even if my weapon is sheathed. Or a way to fix the auto attack stopping when they fail. I would consider of those solutions to be fixing the problem.

The ability most likely to cause this problem for me is Sun Fire on my Tempest.
