Max magic or mag/health? Sorc questions

I have a few questions about my sorc build I am using. Any help would be appreciated. I know there's a lot of questions so any help would be great!

My questions are two sided. One way will be for leveling, then the second way will be for my final maxed out build.

For leveling solo in the sewers. Do I want a magic health split? I have 10 health and 40 magic. That's what I do now. Should I be using all magic and no health? I see many pvp players with this. Does more magic equal stronger shields?

For solo sewers which way? And for end game pvp which way?

I do die often enough solo that I feel I do need some health now (only in sewers, and only when solo) but I'm at vet 10 as of now.

Second question is, How should my staves be? I've heard mixed answers. Now I am using precise destro and defending resto. I plan when maxed to use precise destro and nirnhoned resto..

Some have said precise resto for stronger heals, but this is primarily a buff/shield bar. Does the critting apply to shields?

Third question, what's the best gear set up? I can craft 8 trait and some 9 trait, but not everything yet. Now I am using julianos and Magnus, but am missing the 4pc bonus from Magnus as I'm using staves.

To have a maxed sorc I realize I need kena helmet, which I don't have yet, but I do have a light divines kena shoulder.

So assuming I have 2 piece kena, what's the best gear set up?

Also, without kena for now, (for leveling) what's best? Julianos and Magnus is what I am planning for my next set again.

I am again specifically leveling in the sewers. I ran the arena on Normal and it was a cakewalk. This was at vet 8. So all content currently, besides vma and vet dungeons are super easy. The sewers are much harder solo but doable for the major xp. Please keep this in mind on your answers for leveling.

I would much rather run destro and two dual wield nirnhoned swords for harder damage output, but struggled with this (not having healing ward) in the sewers.

When I am maxed level with all gold gear and gold enchants on my willpower set, will I still need the healing staff? Or should my wards be enough? And again maybe I am misunderstanding but having more magic doesn't equal stronger shields, right?

I'm looking for the end game version of this sorc to be able to run vma, and also do major damage and have super strong shields in pvp. That's the goal I am after (as is everyone lol)

450 champ points. Any advice on these are welcome. Already 100 therma and 100 bastion. Xbox one (haven't played w the patch yet)

In all honestly you can find these answers prety easily just by looking the PvP and PvE combat sections of these forums.

You want all your points into magicka because it benefits your shields, spell damage, and healing. By the way, your shields = increased health.

In Cyrodill right now I run blue health/magicka health food but the purple tri-stat food will work too.
