Is Fasalla's Guile worth is as caster?

Does anybody got any experience with using this set as magicka user? Wanting to try it with my mag templar combining it with Dark Flare but with using it im afraid of loosing to much on the dmg and/or regen side.

To low on funds to just try-out..

Hope someone can give some advise?

Doesn't really work solo or 1vX because as soon as people take damage they stop attacking so the debuff disappears
