[BUG] VR Harborage mixup ...

When you are already into the VR levels but you haven't finished the main quest yet, you can enter the Harborage in any of the other alliance zones.
You will actually see the Harborage map for whatever alliance zone you entered but when you leave, you're always exiting in your home alliance zone.
