Keep in mind orsinium is a leveled zone. That means the balance has to account for players of level 3(and of the corresponding skill level) playing there.

I haven't tried that yet. I was just surprised that the dungeons in Orsinium were so easy for me to solo compared to others. Maybe it is the CP I have gained since doing those other dungeons that made the ones in Wrothgar seem easier.

I finally got around to doing quests in Wrothgar on my v16 Stamblade and am surprised at how easy the content is. It seems to be even easier than some lower level content. I was able to solo the group events in both dungeons and kill all the bosses in them with relative ease. This was surprising to me because I am not a very good player without much of a proper skill rotation and usually the first to die in most group content.
I don't enjoy frustratingly hard content in games, but even I have to admit that the difficulty should be increased a bit in Orsinium. Is the Thieves Guild dlc more challenging or about the same?

Try and solo the mad ogre and the poachers camp and say that. I can solo the other 4 on my Sorc with ease these two are impossibru solo. Rest of it bar maelstrom is stupid easy even on what was my level 3 templar.

Honestly he is kinda right. Not about Wrothgar but the who zone scaling thing. Like enemies have to be easy cause when I play in it I am seeing level 20s 30s even level 9s taking on and killing mobs of what I am seeing as VR16 level enemies.
Like Wrothgar isn't easy but the whole zone scaling thing makes it easy and I honestly hope ZOS never does zone scaling again.

Prepare to be disappointed. All new zones are going to scale just like TG.
