They roll out the new dlc's as patches. So they will bring the servers down at normal maintenance times then apply the update. It usually takes about 4 ish hours.

The time is not a bad choice - basically you can play after work - regardless if you are in the US or Europe.

It was release at normal maintenance. Although expect an extension in time.

It's blue on my phone. And I just wasn't sure if the dlc came in a patch or what. I may have pre ordered ESO, but I stopped playing long before the imperial city dlc and I started playing again quite a while after Orsinium.

All DLCs are downloaded with the patch - so that you can immediately use them after you have either bought them or got ESO+ membership. Same with other content like crown store costumes - they are immediately available after purchase.
