Issues with over the top damage you see in PvP stem from the general high damage dealt in Cyrodiil these days. The only change I'd ever advocate for would be a slight damage reduction (1%-5%) but this is probably just based on typical Cyrodiil imbalances. Leave it alone!
Resource management is already ridiculously easy in this game without making the strongest, instant, non-ultimate damage ability in the game cheaper.

If you're a min max race yes as an Argonian I have to use jewelry enchants to buff my recovery. I have friends with the same build and but higher damage cause they run min max races and could use their jewelry for weapon damage enchants, as they have race recovery buffs. You just can't balance the game based on what min max races can do cause it make the race almost a necessity.

False. I played a breton stamblade and had absolutely 0 issue with resource management, breton is arguably a worse race for stamblade than argonian, since your garbage potion passives are still better than breton passives. Your lack of resource management is 100% a build or l2p issue, sorry.
