So disclaimer first, I don't play a tank and only have dabbled in healing, mostly in pvp. Just some thoughts I wanted to get sounded out here.
A couple things that are issues with tanks I know of, just from reading forums and in game chat is that for a lot of the game they don't feel needed. Heavy armor is also an issue, since health regen isn't as useful as magicka and stamina regen for any role. So what if blocking was scaled off of health? No perma blocking, it would drain your own health (it would have to be at a slower rate than the current stam drain) healers would instantly be relevant for tanks, health and health regen would be important. Heavy armor's mitigation and other mitigating effects might also affect the health cost of blocking. Nords would be thrilled I expect!
A better stat distribution might become needed again, instead of glass cannons dumping everything into stamina or magicka and calling it a day. Dps still needs to block some damage, WGT lightning comes to mind.
Anyway, just some thoughts... I'd love to hear from some tanks!
