Define "lag."
Are you getting consistent frame (FPS) lag? i.e. general performance degradation?
Is it some form of burst lag that only occurs when performing certain actions, and/or with specific UI windows open?
Are you getting network lag? High latency, rubber-banding, enemies freezing up or actions not going through?
Do your controls stop responding, even though the game continues to run smoothly? (ex. you run in one direction and can't change it for a few moments.)
Have you tried disabling all add-ons and restarting the game to see if any of those are impacting performance?
Have you recently made any changes to drivers or had any system or software updates that might be impacting this? (for example, anti-virus or other background apps). Have you made any other notable system changes to software or hardware (including unintended changes from malware -- scan to be sure)?
At what point in time did this issue become noticeable? Are you comparing pre-patch to post-patch (there were a LOT of changes in the big update) or has this issue started between the span of the last update and today?
The more details you can provide, the better-equipped folk will be to try and puzzle it out.

Good call. The issues that I am defining as "lag" with this specific character are as follows:
- Significant delay (2-3 seconds) in the action my character performs when I press a button (swinging my sword, entering a building, interacting with an NPC).
- A delay in and/or inability to sprint. When I press the sprint button my character will either take an additional second to begin sprinting, or lunge as if he is about to sprint, but "return" to the jog animation (which prevents me from being able to sprint altogether). I have found that I can only "fix" this by dodge rolling and then remaining still for a few seconds. It seems like it resets my character's intended animations, or something.
- I'm killing a lot of NPCs whose health bars don't reduce while I hit them, then disappear entirely and die. When they die and their health bar has zero health, they remain standing without health, as if frozen, before the animation of their death fall begins.
Additional notes:
- I play on Xbox One.
- None of my other characters have this issue, only my crafting character.
- I noticed this "lag" about 4 days ago, but do not recall downloading any patches recently for ESO on Xbox One.
- I have from 5-8 traits researched on every weapon/armor type in the game on this character.
EDIT: I have not tried playing PVP with this character. Figured it would be even worse.

At first, this sounds like it could be either a latency issue or a server CPU issue.
Since you're on console, the hardware is the same across all instances, so unless your hardware is actually failing here, performance should be the same from device to device.
See if you can do a speed test both to your ISP (some ISPs provide their own speed test to ensure your connection quality is optimal) and to the nearest physical location to the server you are using (which I don't know, but I imagine someone somewhere does). It won't quite be the same, since you're testing PC-to-remote instead of Console-to-remote, but it's still a helpful step to take anyway, just for process of elimination.
The fact that only your crafter suffers this is a bit odd... but considering that the endless load screens were caused by either the achievements system or number of quests completed (I forget which), it's not out of the realm of possibility. I wonder if that bug crept back into the system with a new flavor (causing input delay instead of endless load screens).
Do you have any other crafter and/or high-achievement/quest-completed friends in-game you can see if they are also suffering this?
Does Console have a Zone chat you could ask in a populated area to see if others are suffering similarly?
If there were no client patches, maybe something got broken during a server maintenance.
Definitely something you'll want to open a support ticket on and get as much troubleshooting info as possible.
