FPS Drops and Latency Spikes- Does everyone have this issue? ::PC::

I see a lot of posts about FPS dropping to about 10 and latency spiking up to 999. Does everyone have this issue- or is it just a minority of us? My game has always run well- but since the latest patch, my FPS/Latency is all over the place.
I've submitted help tickets before and I get the same "Repair the game... run without add-ons... it's probably your connection/router..." But I haven't changed my set up since last patch.
Is it because I don't have a hardcore gaming system? Or is it the patch? You players that have dedicated gaming systems... do you experience the same stuff?

Want to enjoy the game more? Try both PvP (crybabies) and PvE (carebears). You'll get a better perspective on everyone's opinion.

I've been having the same issues.. i would level out at around 60-80 frames in underpopulated areas and 40-50 frames in towns... Now, i'm constantly at 20-30 frames regardless of where I am.
My latency is usually around 80-120, but it has been spiking up to the 200's as of the Thieve's Guild update. (it's not my internet, I have checked)
I have a relatively good PC... so it's not my rig... I usually play on high settings and haven't had problems in the past.
