Quest help, "a favor returned"

I've tried in vain to complete this quest but all I get is infuriated. I try to follow the courier - if I stay well enough back that he doesn't see me, he dissappear and I fail. If I close in and get a warning, he also but pickpockets and dissappear and I fail. I am seem to win this thing
